President Rüütel to stand for re-election

If City Paper endorses someone else, would it make a difference?

The incumbent Estonian President Arnold Rüütel announced he is ready to stand for a second term in office.

Under the Estonian system, the president is chosen by parliament, but only if a candidate carries the necessary majority. If the parliament fails to elect a president—and failing is an almost certainty in this case—the president is chosen by a college composed primarily of local municipality representatives. Rüütel is highly popular at that level.
