Tallinn to increase fines for permit-less construction?
It’s a running joke in Tallinn: You can build anything you want, as long as you pay the pittance of a fine to the city government. The fine—maximum 10,000 kroons (a little over 600 euros)—isn’t much of a deterrent to builders.
To give enforcement more bite, the city’s planning department wants to remove unclear language in the surveillance part of construction law. The city is also pushing for an increase in the maximum fine to 100,000 kroons. According to Kalev Kallo, Deputy Mayor, there are currently 25 buildings being erected in Tallinn without construction permits.
